Paint.NET cant do it. I know GIMP can do it, but I'm not sure about Photoshop.

I tried to open .pcx files with Paint.NET in more than one occasion, but they open in a pinch with GIMP. It is not like downloading a single piece of software, even if he just unistalls it afterwards, is going to kill him.
