Jagex has removed the ability to mod, they have it set to where it sees your files and gives you an error if they aren't the default. This is because jagex thinks that they make an unfair advantage. I expected it to be like this originally, but was surprised when I found out you could mod it. I guess they either didn't have time, didn't think about it, or just didn't expect their players to be smart enough to look in the game directory.

They got remove RETROSPECTIVELY. Even after moderators of the forum gave positive responses, saying the modding was cool.

We have seen people changing their client and gaining an unfair advantage for example being able to pinpoint exactly where someone is on the map or adding in super accurate reticules.That's a fair point, those files should get unmoddable if that's such a big concern.
We would like to say to them that it is unfortunate that we have had to make this change and we are committed to include the modding ability in a future update once we have developed this to work fairly for everybody.You know, I don't believe these are going to happen soon or at all. Not because of "lololo fagex", but because how they have handled their stuff lately. They may work on it, declare it a failure, never release it and never mention about it afterwards.
Along with this the in game voice chat opition is being worked on to improve the feature. It will once again be included as soon as we are happy it is up to a standard we would expect.
But we'll just see, and we have to wait a bit yet again. They did fairly good job with the classic mode, since it was almost there what we just wanted.
