3mbps is good enough to host a server with around 28 people, maybe ever 32 people, computer memory doesn't matter (Unless you mean RAM which you might because 1gb computer memory is tiny, if it is RAM you're probably going to need more.), it just depends how much bandwidth you've got allocated and how fast your internet is (and of course RAM).
