As much as I love SNES, this isn't really legal and it would probably be better not to post this kind of stuff here.
As far as the mythological "You can download a rom and have 24 hours to delete it" rule, it's just that...a myth. These are still copyrighted works.

Its sort of a grey area, although the ROMS are still technically copyrighted, the respective company's no longer make any money off them so it is not worth it for them to enforce it, also if you own the original ROM, you can download these legally, so as 'long as you own' the originals, its alright.
Hey, not so active anymore since the Jagex takeover, you might see me around from time to time though, feel free to say Hi if you see me ingame, usually willing to have a chat

Yes, they still do, atleast on the first party nintendo games. not sure about bomber man/mortal combat. This thread really needs to be locked/destroyed/whatever.

Ah, seeing as everyone's being like "Oh noes! This is illegal!"
My advice to OP is, get rid of the link, make this thread about emulators, nothing illegal about that, people can easily obtain the games they want, without posting links to them

Please don't post stuff like this on here, ROMs are illegal to distribute. Do that on your own time.

That's an incorrect citation that's been passing around the internet for way too long now.
