I think rebuilding SAiRe is a good idea, since we have a lot of inactive (at least I haven't seen them online) players and ones who aren't that good. And we should choose people who can play at least better than average as members and not just everyone who wants to join. But you definitely haven't failed as a leader :)

In my opinion, more or less, I think I've failed as a leader...

I think re-building the clan is a far more sensible option, as all of you suggested. Re-building would take some time, and so I'll have to shut down for a few days. If you have some tips or some help you might need to give or tell to me, just PM it to me. It'll help a lot.
Also, please answer these questions in help for me to Re-build the clan:
1. Should I change the Clan name/tag?
2. Should I make a new forums post?
3. Make a new website, IRC or whatsoever?
Thank you for all your co-operation.

1. Start a poll to see what everyone thinks
2. Yes, start a new thread
3. Only if you change name and all that, otherwise just update site

I think it is unnessecary for a poll. You could just ask your members privately, and word of advice raise standards and don't go for the everyones welcome sort of perspective. It would be better if you were more strict among who is allowed into the clan.

Should we take clan tags off since the clan is closed?

well, you would have failed as a leader if you totally gave up on your clan. So stick with it and persevere and i'm sure you would definitely succeed!
I may not be extremely experienced in aos but i have created clans in other games too. The first few was a failure but after that i learnt that in order for a clan to succeed, it needs to be organised which is very important and vital for your clan. You need not change your clan name or tag just change what is necessary. You do have to update your thread/ make a new post and make an IRC. also, if you can make a website for your clan, that would be great!:) Secondly you should also impose strict rules for recruitment, BUT it does not mean members have to be very seasoned players. They just have to at least have a basic respect for each other and prevent them from contradicting each other. But beware, even if they've got the values and have what it takes to join the clan, they obviously have to be active to ensure the survival of your clan. Also, try to build a good rapport with them. If for example your clan mates are giving you attitude problems, DO NOT throw a fit and bend your anger or be to hard on them, it might not be them but you. So, try changing your attitude and create a warm and caring environment for your team. I would also recommend an assistant to help you with managing the clan. Follow these tips and i'm sure your clan would succeed
Oh and by the way if you've got any problems or doubts, please feel free to ask :D ~CHEERS~

I do agree partially on what booboo said, but as a fellow clan leader as I lead UAV which has 25 members right about now, it is better to be strict upon people as it shows you can enforce rules and it is not good to be too friendly with members as it shows you good be easily persuaded and they get out of trouble scott free, I've been using this method for 3 months already and rarely need to kick someone since they know they won't get away with stepping out of line.
