Shouldn't be an empty territory, the whole world should have this, if you're going to have this idea.
Some countries are lucky from the way they are situated in, eg. Inca and their gold. This should be global, so some people get lucky and others have to adjust to it.

Okay, what about a new hill stays in the same place for 5 or 10 rounds, to give people a chance to make strategical use of it. Then we would also have 5 to 10 hills on the map at once.

Also, should the hill should only have its resources exhausted if it is conquered or it still moves on after 5 rounds regardless of if it is conquered or not.

Get rid of the ability of players to capitulate when things aren't going well for them. Good strategy and winning over another player should be rewarded with the territories and battle points expected, rather than having entire empires disappear as soon as they're stuck between a rock and a hard place. If someone wants to stop posting, so be it, but don't allow them to escape without letting the aggressor reap the rewards of their actions, if they so desire.
