By actually doing stuff and getting noticed by people. I have a few badges myself.
You can freely apply for either a Blue Master Race or Green Scum badge and you'll get it straight away.
You can also freely apply for a Veterans badge, but if the first version you ever played was 0.75, don't apply for it. Thanks.

What GM said. You can have the badge Organizer if you actually organize events and similar stuff. Every badge has its own purpose, but Green and Blue are free-to-join along with Veterans usergroup, which should be locked.
To join one of these 2 open groups, click on User Control Panel ---> Usergroups and choose join selected somewhere on that page.

He might be an actual vet. I really don't know though.

in my opinion, being a veteran is not only in the game but in the community. Eg if you've never been on forums older you do not deserves to be called a player.

Maybe someone was active since 2011 in the OLD forums but only has a few posts here.
