Lag and stuttering

It is started ~3 weeks ago, i joined a game, my ping was 50-60, but after 2 minutes my ping goes above 100, and the stuttering was unbearable. I have Counter-Strike on steam, so i decided to download it to test my connection. Everything was fine, my ping was like 10-20 (on hungarian servers, because im a hungarian player), and no stuttering. Then i tested it with CS:GO too, it was fine too.

Any solution for my problem? Any advice that i can try?

Ps: And sorry for my bad english, never learned it, but i hope you guys get it what i want to say .

Maybe the server hoster was doing something that made the ping increase.
For example: Downloading stuff.

And where is the server you played in located?

Can you guess what your framerate would be? If you're playing 0.76, just press F11.
What servers are you trying to play on?
