No capital + bombed = minus 60% of whatever your score is when I attack you. While that's in play, it's mostly a mathematical certainty that someone who isn't dealing with such penalties would win the attack, regardless of the numbers rolled.

Well by sticking around here you pretty much agree to suffering a long painful death on 2 fronts. This gives Venator and Kodiak victories which will later on in the game be useful as they add to combat score. If you want your current opponents to be slightly weaker, take the Hitler way out and make your territories disappear.
