A lot of people seem to use the random avatar thing (which I don't like personally, as it removes the ability to determine who posted what just by glancing at the avatar), but there are still a few with no avatar. I suggest the default avatar becomes the random one.

yea i went through all that but when i upload the pic it just comes up with to big and then i got a smaller pic then i came up with the pic is over 62

In that case, you would want to 'Scale' the picture to the recommended size. The Maximum the image can be is 200 x 200 pixels. So I would use a Picture Editing site such as LunaPic.com or PicMonkey.com to edit the picture, save it to your computer then try again. I hope this helps!

Adding on to what CelticEnigma said, make sure that the filetype is appropriate (either PNG for lossless or high-quality JPG) and the dimensions match. If you're resizing a large image to smaller dimensions, I suggest using a good downsampling filter such as Lanczos or Spline instead of default (linear/cubic), otherwise there will be crappy artifacting.

(And yes, I know my signature is crappy...I'll get around to vectoring it maybe one day.

"The random one" being the soldier with a random colour? Sounds good to me. Although I hadn't noticed the colour changing over reload; I'm not sure what's it about. If a random colour is selected and remembered that would be great. That really would add class to this forum. (>_> ignore my avatar)
As for the problems setting the avatar: also check that the file-size is below the limit (mentioned on the avatar upload page).
And yes, I know my signature is crappy...
