That's probably a person who works for Jagex (not strictly dev'ing AoS but works within their office), don't recall them ever merchandising AoS stuff on their site or anywhere for that matter so there's a good chance that he works for the enemy and this was a company gift item.

As for location, could easily be Cambridge with the brick type and tight streets (very rustic place is Cambridge) the buses are Citi busses but idk if they run those in Cam. and Jagex is based in, you guessed it: Cambridge.
