Would our modders and coders ever be able to make some sort of voice codec to have voice chat e an in-gmae thing? What would the limitations of such a thing be?

Not in Ace of Spades, but maybe it could be a server option in Iceball(an aos clone, that is getting updated).

You can try Mumble, Team Speak 3, Raidcall... many ways, but in-game it isn't possible.

Would automtically joining a mumble server be possible by just clicking on a server?
Like, if I click on shams, mumble will automatically connect me to a mumble server for people in shams little pony?

It's not really worth it though.

or the bns launcher could have built in voice chat. Would probably be hard to code. And I'm not sure if it would be possible to do that and use the servers bandwidth when talking and not buildandshoot.com.

Im not keen on hearing 10yrs old with probably even worse accents then mine calling me stuff like faggot, asshole, hekkr,n*gga(yes lil kids luv to use this as a curse) or anything else.
So if you want to voicechat with someone invite them to mumble.

There could always be a mute option, and if they really spam they would get easily votekicked.
....or it could be a little bit more complex, so you'd only hear people close to you.

Yeah I know, I was just mentioning random things I thought could work. I'm fully aware of that it'll probably never be in aos.
