We have that in the current AoS. It's just that we don't have it within five smegging minutes of starting the game, and that structures can stand up to a certain amount of punishment before being totally flattened so it's worth putting some effort into building stuff.

Something I remember (and enjoyed) about the good old gen maps was that even though there was leveling of the maps every single time, this happened after a few hours, and it usually meant the development of new constructs and the like, people had to adapt (blue wouldn't be able to tunnel for intel anymore, and green didn't have the upper ground advantage for attack).
But I really don't see this working on an environment where you have a gun that can pretty much destroy the entire map by itself, there's no compensation for building.
