You can't just download the launcher, you need to install the game within the launcher as well.
Just download the 0.75 .msi file. open the launcher and click "game installations". from there, click "new installations" and select the .75 file you downloaded. It should probably be in the "downloads" section of windows. After that you're done, and you can do the same thing with other versions as well.
