Can you check whether your CPU supports SSE, SSE2 and SSE3? Also, try with different map.

Ok, so the local host isn't working. When will you bring up the server again? Or, how do I make a server?

Localhost: download PySnip and open run.bat
Doesn't need port forwarding or anything.
