Great idea and a good ruleset. Regulated by a few new rules admins have to be more present than before. I think that at the end (or even in the middle) of a game, each team should have the ability to talk to an admin and tell him that they think that someone is playing unfair. Only the admin will decide if a player or a team played unfairly and if the player or the team have to be punished or not. Without an active admin in the spectator team, it will not be possible to punish players or teams, and it will not be possible to say whether a team or single players are playing unfairly. Theres the /admin command ikr, but I think that through the new rule set the view of a 3th person will be more needed, than before.

Only an admin is allowed to create the server, this means that its more than likely every match will have an admin either spectating or playing the game. If you are playing against a team who has admins in, they will deal with consistent rule breaks unbiased.

Nope, this counts as "cheap tactics", which means the intel should stay where it is, the person who chooses the map will decide which team they go on as well.
