This is quite an interesting topic. But the best way to stop toxic, racist and abusive gamers are better education. People need to learn their Civil Education lessons seriously in class. Most Japanese are very well-behaved, thanks to Japan's advanced education system. I'm sure that most of Japanese gamers aren't "toxic, racist, abusive". Why can't other countries do the same?
