Just downloaded it, I'm guessing this is it:

Go to C:\Users\____\AppData\Roaming\yvt.jp and open up the file in Notepad and find the line that looks like this:

r_fullscreen:0

Change the 0 to a 1 and you're set.

Or hold spacebar while the game starts and enable fullscreen in the settings window :).
