I know for a fact they don't IP ban. Making a gmail takes almost 30 seconds, and making a forum account adds another minute max.

I did actually unban the large majority of people that were potentially banned unnecessarily. If there are people that are still banned and feel they deserve a second chance then I am always willing to consider their case.
