Alright I have put this on the back burner long enough. I dont have a system for reviewing mods, I myself am not that picky. So I could easily give out modder badges all day long. But I want it to be something that is earned and has some sense of accomplishment. I want input from others before I give out a badges willy nilly. And I want to give out badges to those that are not only talented but help others become talented modders too. Same for mapping as well.

Also, I pretty much ignore self nomination.

I know I didnt really provide a solution but maybe you guys can.

Well just make some kind of "Committee" that votes if someone deserves the badge or not. Heck, maybe even make the forum users decide in a votation who gets it. Like, if X people have nominated a user for the badge, where X is some arbitrary number of people decided proportional to the amount of regular users of the Modding sub-forums.
