Build and Shoot

Alright so in the config.txt I set advance on win to true, however it doesn't actually advance when someone wins.
I've gone through a lot of stuff to figure out what is causing this, from scripts to basically anything related. I'm still missing something, as I can't get it to work still.

Anyone have any idea why this isn't working?
