Team Auto balancer problems

I am having trouble with the team balance system in pyspades. I'm not sure how you get it so each team can only have 1 more player than the other. Any help would be appreciated!
/teambalance 1 lets new players only join the smaller team or any team if both are balanced
/teambalance 2 automatically switches playing people if teams are not balanced
