[REQUEST] Babel gamemode with new fantastic gameplay

The main problem most populated servers in the game it is cheaters of course.
What should be done to reduce the impact of cheaters on gameplay to a minimum?
I propose to change the gameplay.
With some stretch my idea can be termed as "Alien vs. Predator". The kernel is this:
1) players only see players of his team (or even one, optional): the server does not send the coordinates of all the players in a row;
2) tracers from bullets issued are only visible from a certain distance from the firing point: this distance changes dynamically on the server side. If ballistics imaging shots classic client needs starting point shot, then send coordinate with the change +- some distance in a straight line vector shot with a lag time of several hundred milliseconds.
3) the sound of footsteps and digging, if possible, also played with some random adjusted in the horizontal plane;
4) three times to reduce the destructible blocks of small arms;
5) static cloud to reduce in size to a small patch;
6) other standard area of clouds between the teams fill clouds moving perpendicular to the map in the horizontal plane;
7) moving clouds concern, but do not intersect, and speeds/sizes are random in a some range;
8) at the moving clouds observed symmetry about the center of the map.
Serious drawback: the owner can sell private server capabilities.
