screen resolution problem

Hey guys. i need some help. every time I try to go on fullscreen on ANY resolution, the screen size is WAY too big on the screen. it only shows about 1/4 of what should be on the screen. Plus black bars show up on the right side of the screen so it ends up looking like part of the picture is cut out. Is there a way to fix this or is it just the size of the screen on my computer? The resolution that I always use on any game is 1024x768 and it also doesn't work. some help would be very much appreciated. thank you

It's a thing of your graphic card thingy(GPU) if you have a nvidia one you can right click on your desktop and then the nvidia control panel is avaiable to be clicked out of some others, search something with a word like 'scale'(it's like that for me, if it's not for you i'm sorry then) and change the scale to fullscreen.
