How can I make a sight?

I made this sight here:
But when I use it the vision turns into the image all white with the pic... I may be noob at this, but I need help.

Oh,and one more thing:THE CENTER OF THE IMAGE IS 399x300.This is very important when making scopes,it will make them much more accurate.

You could also make the sight on a new layer in ether editor then erase the layer filled with white or delete it entirely
