In other words, maybe 1 if the roll is 1-5, 2 if the roll is 6-10, or idk it depends on how big the zones are.

you roll 10, you get 5 terrs.
You roll 9, you get 4.
Rroll 8, you get 3.
Roll 7, you get 2.
Roll 6, you get one.
Roll 5, you still get one, and 4 is the minimum necessary to have sea expansion.

But if the whole map is one grid then eh it looks ugly and messy. Maybe the tiles should be contoured differently then.
