If the next FR doesn't implement sea territories, I think people should get a bonus to the chance of getting the sea expansion the more they try. Maybe 3 successful expansions = -1 point necessary for moving?

In any case eh you don't conquer sea space the same way you conquer land space. Normally you wouldn't even sail across the ocean unless we're talking about steamships here, and most naval space is oceans.
On land you can easily control some land province from a castle/city but on sea, how would you continuously monitor thousands of sq km of nothing but water? There is very little means of sustenance on the sea (other than fish) as well so if we have sea territories they should be quite slow to acquire.

When that succeeds, the +x bonus is reset. And yes vice versa for many successful expansions in a row.

C = Amount of territories captured.
m = Maximum amount of captured territories per round.
r = Random roll number between 0 and 1.
s = Amount of sea territories controlled.
t = Amount of coastal territories controlled.
And also, it should be compulsory to take possesion of all sea territories adjacent to a coastal territory you've captured, unless someone already owned it before you captured the coastal one.
