Venator clearly said 'from the southern border. That means Austria, not Berlin. L2strategy.
Trading gives no net gain of territories so it would make the game really slow if you wasted a whole round just trading. Besides, changing rules midgame is p unagy.

Rolls:

roll+(territory count/2)+2*(amount of battles fought)
The amount of territories gained by the winner is equal to the roll if the winner was attacking or to 1/2 of the roll if he was defending.
If your country has lost all its cities, its score will be reduced by 30%. If your country already fought in the same round, its score will be reduced by 10% per battle.
