Just so we're clear here's the proposed deal:
Both OTE and ITA make peace with both GER and RUS for an unspecified amount of turns (I'd say about 4 or 5, but it's up for negotiation). That means all hostile actions will be seized and not re-started for a minimum number of turns agreed upon above^.
Just OTE or ITA or just GER and RUS making peace will not be sufficient since we'd like to stop the entire war for both of us. If RUS and (brand new) GER consent we can be done with it.
I don't know if it's possible to gift territories but if kmaj says we can I can add that in too.
(Until they decline or accept continue with 2 BS for RUS and rest for GER)

No. Also, will peace mean the end of the game?

Well I don't make the deal with the intention of ending the game. There's still the GER-FRA-GBT fronts to finish and I assume that after the agreed upon ceasefire duration runs out someone will get bored and continue until one alliance is clearly dominant.

I thought you were the big baller shot caller here. You can end it right now if you want, but I think we can play on until both France and Germany are defeated (if they are) or until 80-90% of people agree to finish.
