They ban people because I bet their jobs are on the line. Heck, I would hate to work at Jagex. Everybody universally hates you in the gaming world. And you can't do anything about it.

its full most of the time but people joined even when there was no master server...

I think these are just a minority. But everyone else got banned.

This would explain why the discussion board on steam exploded for the first few hours then died off rather quickly once bans started getting handed out.
