Scripting/modding possibilities?

Ever since I started playing, I thought that only the looks of the game can be modded ( weapon mods, texture packs etc. ). But looking through the forum, I have seen some quite interesting scripts that could make the game more likeable for specific people. What I noticed while cruising through the forum is the "Iceball Project" and the "Mortar Mod". I haven't really checked them fully, but from what I can understand, the old AoS ( 0.75 and 0.76 ) will be open to scripting, which will open a new list of creativity for scripters. Now i've also noticed two other things: "Pysnip" and "Pyspades". Can somebody tell me what those are?
But now onto the real question: I've always wanted AoS to be like BF3 and i've somewhat achieved that. But there's still things left out ( like secondary weapons and seeing your character "throw" the weapon from left to right while running) and lots of other things. Once this "Iceball" is released, will something like that be possible? If yes, how? Because i'm pretty sure a lot of people will have other scripts in their game and normally wouldn't be compatible with others. If you don't understand what i'm writing right now, then I misunderstood this whole thing, and if I did, i'd like someone to explain all these things to me.
