Im wanting to learn how to make costom guns and scopes for 0.75
if you could link or comment any video or program to learn how to do it
that would be great

Does not include tutorials for sights, but sights are done in photoshop, gimp, paint.net, etc...

Have you even read the whole thing? I have a whole section for making sights.
