To make an IRC channel, just join it.
For example, if you'd like to create a channel named #parclan, simply /join #parclan(this is applied to Quakenet at least).

Hold on, if you want to keep your channel permanent, you have to get Q bot in there. You can look for this at Quakenet's help site or something.
