Is it possible to enable the Servers like pressing Esc then "voting" for a Map from a maplist then people do /y or /n and the other option would be kicking people and the last leaving the game.

Adding UI elements without a client mod is impossible, but I believe there is a map vote plugin that works via chat commands.

There is although the one i got makes me minimise the game so its really not user frendly
