You should calculate percentage over time rather than percentage per shot.

A SMG can be great at long and at mid/close ranges
But a skilled Rifle'r will kill the SMG from far - mid and even in close tunnels with a fast headshot.
I think the Rifle and SMG are totally balanced that any weapon get just a bit weaker the other would totally dominate .
Now for the Forgotten weapon The Shotgun it needs really really a great boost. :/
And i think The semi should stay a Sniper rifle the Smg a Assault rifle and the shotgun with cotton ammo should be boosted.

Hypothesis: The SMG is way overpowered in the version 0.75 as compared to the controls .76 and .60.

Also, we need the fire rates for each weapon to help us. I know that the rifle is 50 shots per minute, but I can't remember the other guns. SMG was around triple that, ~180 though I'm not quite sure, and shotgun ~30. If anyone could get the original shots per minute of each weapon that would be amazing.

Another main issue is that the semi and smg are being used for absolutely the same purpose, since well..., in .75 they were both battle rifles. So unless the M14 becomes a Gewher, there's not much hope

I've posted the values before, several times in fact; hell, if memory serves me correctly I even posted some on the Wordpress forums back in the day (but that would've'd to've been 0.70 or older).
Priok:
SMG is SUPPOSED to be 600RPM but according to the Pyspades source AoS tends to slow it down from 60/0.1 to about 60/0.11 RPM (which is 545.454545...RPM).
The other two values are exactly what the engine uses.
So yeah, consider them more or less correct.
On the other hand...
YourMom: I'm not sure where the hell you got those values from. I think you're taking rough estimates of how often bullets get fired per minute in actual gameplay, but they are strong underestimates.
Here are the peak RPMs including reload times:
Rifle: 85RPM (2.5s reload)
SMG: Engine 333RPM, realistically 316RPM (2.5s reload)
Shotgun: Reload while firing 60RPM, full reload after firing whole clip 45RPM (0.5s per-shot reload)
And of course we can't forget the damage values:
Rifle: 100, 49, 33
SMG: 75, 29, 18
Shotgun: 37, 27, 10 (per pallet; 8 pallets per shot)
I'm not sure how to compare it against 0.76, as that has damage falloff of which I have no calculation for. Comparing against 0.70 or 0.60 (vanilla or fork) could be worthwhile, though.
