The neutral team is brown and it isnt very good looking

Then use one of the other two themes. I like the brown one, and to be fair, anything other than brown/grey wouldn't really be neutral (well, maybe very light orange or pink).

I have to disagree with you, I think it's nice looking. Much better than what the previous theme was.

Maybe we could do like the jagex aos forum has? But with a picture of classicgen.
Or perhaps blur the current one a little bit.

Racist, lol just kidding. It could use a little tune up, I would personally like it as the old forum background was and everything, cause I'm used to that. But yeah that's me but some people like it like this and some people don't, they can't satisfy everyone.
