This is just a suggestion, from someone who likes unification.

Using the same banner for each newspaper might make it look prettier (and more official). IE:

This is subjective, but I think something simple like this would add to the appeal of a semi-official newspaper.

Boring.

Agreed, it's simple for a good reason but it's also boring. It feels like something is missing, something you can add without losing simplicity. I just can't put my finger on it.

eh we could have something that's always there and always in the same place but change the background or add something here and there idk
but the same thing every time would just be too boring

Worked on something that may be less "boring".

You can submit banners to dan or the news team and they will chose the best one. That's what I like about the banners, you also never know what to expect. The same banner everythime would be boring.
