It depends, but price ranges as Jdrew said, so probably around 6$ per month. Also, aloha.pk is offering a good hosting plan (check their site for more info).

Network is a "server" which provides you IRC. The ones that are used by people from this community are quakenet, LDRoT / Minit. For a start I would recommend quakenet. You can simply access it by going on their webchat page here. I am not sure how to simply describe network. Imagine it as you would an Ace of Spades server - on every server (network) there are different settings, different people, etc.
