Since you're not from Russia I'm assuming you are applying for the "international department" of Phoenix.
Uhm... I'm not in any position of authority but I can tell you that if you want to interact with PTR Skype is the way to go and it's as far as I know the most active clan chat (I think the IRC is pretty much dead but I'm never on there...). Apart from that, good luck with your application.
