Me and a friend have just currently started an Australian server the port is open, the config has been changed and i can open up the server. My friends can see it on the list and I can also local host connect.
The problem is that when my friends try to connect it says "Couldn't join server, server connection failed" to knock out a few possible options we live very close to each other and he also can run a server which I can join so i really have no idea why it doesn't work. Any ideas anyone as I really can't think of anything else and there are no Australian servers.

seriously? How dumb are you? He said he could connect via local host so his computer is fine. The problem has everything to do with port forwarding.
