whats a good VPS provider?

So I decided with my new pay check I want to get back into server hosting! There will be two servers on this VPS, one thats my personal and one for my clan both for AoS. The personal will only have 16 slots and should be mostly not packed while the other having about 16/32 people on it. I will not spend more then $10 a month and if they have a yearly discount that is lower then $40 then I will take it. I also need some help setting it all up on the VPS as I have only uses a windows VPS and windows as a PC but am eager to learn. So if you know a good host that will fit my needs it will be much appreciated and I will even throw in a message on the server saying that you helped.

These specs are quite good and i run a Pysnip server with no lag. It will be plenty to run two servers.
