If a scope = tube setup, then fucking yes, shotguns CAN be equipped with scopes. Just take a look at the TASCO red dot sight, and the Aimpoint series of low-magnification tube sights.

PS: Red dot sights can fucking be tube sights, just take a look at the TASCO ProPoint red dot sight.
